This article is worth a read because Senator McCain is speaking to one of the most prestigious international world leaders conferences that meets around the globe regularly.  His comments are also important because he is the Chairman of the Senate Armed Forces Committee and a major figure in the Republican Party.  However I think his comments reflect how many, many Americans feel--don't count us out.  Americans have been thru many, many crisis and difficult periods in our democracy.  Senator McCain talks about this and how we are an optimistic people and how not only have we been a world leader in the past but we will continue to be a world leader -- a nation of innovators, patriots and believers in democracy, truth and courage.  Read it.  You will be using your time wisely.

MTU Campus Free Speech

A very interesting legal issue for higher education in USA and globally.  We of course need to preserve free speech and intellectual curiosity on campuses, but we must also condemn and not tolerate hate speech.  Campus governing bodies must work together to find effective campus communications systems and educational programs on free speech and no tolerance for hate speech for the entire campus including students, faculty and administrators.  It would be good to bring alumni into this conversation on campus. This will continue to be a major legal issue in higher education with a lot of  litigation resulting.  

Best Presidential Biographies

How Much Power Does A US Secretary of Education Really Have?

Only 10% on average of local education funding comes from the federal government.   Federal  higher education regulations are many but direct federal financial aid to universities is limited compared to state aid to universities.  However there are many important vehicles for federal power in all of education.  This article discusses.

Nudging Government

As this report/blog points out, making small changes in policy implementation can influence a person's decisions and public policy decision making,  This MSU IPPSR report points out that:

  Behavioral economists aren’t calling for a complete policy reform. They just suggest subtle changes that can “nudge” people and public administrators in the right direction. Richard H. Thaler and Cass R. Sunstein wrote a book on this very subject titled:  "Nudge".

"They discuss small policy changes that can be made across a breadth of policy areas, from retirement savings to education to health. One popular option that companies are adopting is an “opt-out” 401k program. This automatically enrolls people in their employer’s retirement savings program, but still allows them the freedom to remove themselves with a form. In a rational world, automatically enrolling people or requiring they enroll themselves shouldn’t make a difference. But enrollment rates dramatically increased with the opt-out policy implying that the default option is a strong decision-making factor and can increase welfare. The value of such changes has gained national recognition, as both the United States(link is external) and the United Kingdom(link is external) both have agencies that research and suggest such policies."

These "nudges" are being applied at all levels of government and state governments are beginning to use more and more with useful & important results.  This report is worth a read.

College Debt. College Completion. Retention. All Part of the Student Dropout Problem in America. #highered. #edpolicy. #leadership.

This survey by Consumer Reports, in partnership with the Center for Investigative Reporting examines student loan levels and college completion.  Well worth a read.

The authors write that 38 percent of  those with second thoughts about the value of a college degree actually  dropped out of college.  This group they write were upset about their debt load.

The Detroit Free Press reports that "students who drop out of college are four times more likely default on their student loans than students who graduate, representing 63% of the defaults." (according to Vice President Mark Kantrowitz, Cappex.com).

Nationally it is reported that the graduating class of 2016 had about $38,000 in student loan debt for those with a four year bachelor degree.  Cappex.com reports that those numbers are up 6% from last year and that of those graduating in 2016 about 71 percent have some student debt to repay.

Consumer Reports found that "78 percent of the unhappy student loan borrowers say they earn less than $50,000 a year."

Maybe as a nation we need to look more closely at why students do not complete their college careers and what factors led to their dropping out.  Time to take a close look at what are colleges and universities are doing to assist students who come to their institutions not as prepared as they should be for getting thru their college programs.

First what are the ACT/SAT scores for the bottom 25 percent of each class and what are the GPAs for the same 25 percent?  Should there be mandated level of GPAs and ACT/SAT scores that require university sponsored tutoring and counseling programs?

Often college leaders have written that it is believed that students with a GPA of 2.5 or higher have almost a guaranteed college completion record--excepting family issues, military enlistment. etc., etc..  If that is the case at what point do we say to colleges and universities that you cannot admit a student who is below a 2.3, 2.2 or maybe 2.20 GPA without a guaranteed and approved retention program for those students to get academic and personal guidance and assistance (student retention programs).  What ever the right GPA, ACT/SAT score,  is we have to stop admitting these students without formal, monitored, measured student retention programs.  The retention numbers each year should be reported publicly for all colleges and universities and should be a factor in any state or federal funding or academic accreditation.

Maybe as the Cappex.com officials said, 'we don't have only a student debt problem but we have a student completion problem in this country."  I might add we have a lack of an across the board, monitored and measured student retention programs problem.

In the end we all know there are many colleges and universities that are doing an outstanding job of helping people get the chance to get a college degree and get their chance to be part of America's middle class or higher.  The problem is not all colleges and universities are doing this and there are not clear enough and regulated/approved student retention program requirements.

Every person in America should have the right to try to improve their academic and intellectual lives--education is the best vehicle to correcting the huge income disparities in our nation.  However everyone should have the right to try without such high student loan debt and without some mandated student retention programs.

Questions to Ask When Choosing Leaders. #leadership #highered. #publicpolicy

This is a good list of questions to ask and well worth a read.  There are obviously other questions one might include on their personal lists of questions.  Here are a few of mine that I would add:

*What are the seven most important virtues in your life? 

*What have you done outside of your professional life that has benefitted or added value to your nation and your community?

*What charities/non profits/NGOs have you financially supported?   Volunteered with?

*Have you voted in every national, State and local election since you were eligible to vote?  If not, why not? 

*What have you done to increase opportunity for everyone, not just the privileged, wealthy or elites?

Citizen Innovation & Getting Citizen Voices Heard. #leadership #innovation #publicpolicy

In today's fast-moving and global workplace the public sector and those in the public square need to catch up to the private sector on encouraging and rewarding innovation and creative potential.  State's have often been referred to as the innovation laboratory much more than the federal governments has been.  State and local governments have done a good job in many, many areas but we must now do more.  

I agree that "nurturing the right conditions within the organization--conditions that provide all staff, irrespective of position, title, or years of service, with the courage, space, tools and resources to share their ideas and lead new possibilities for our workplace".

We need to hear from not only staff and elected officials but from citizens/community members about their ideas, their innovation, their process.  We need to reward people and listen to them as we go thru this process.  We need to find ways to not only let people know that failure is okay because it can lead to success.  We need to not punish failure but use it to innovate and succeed.   The public and the media must help drive this acceptance.

I am not sure who this quote is from but what we need more of is "brains, heart and courage".  We need to listen to people who have the brains, heart and courage to work on innovation and to expand innovation.

Company Towns. Powerful Employers. Balance Needed. #leadership. #publicpolicy. #localgovernment.

This is an important issue throughout the nation and very much so in Michigan.  Many local smaller economies are built on one or two company's economic success and their philanthropic efforts In the town.  How do public administrators, public policy leaders and citizens assure that there is balance in what is best for the future of the town and yet keep their local industry focused on community needs, more employment and effective local planning.

Gender Wage Gap Harmful To U.S. Economy. Poverty in Retirement. #leadership. #publicpolicy. #poverty

Another reason why this issue ought to be addressed immediately as a national priority.  Poverty is increasing in the nation and this report presents data on how the poverty rate will climb because of gender wage gap.

Whoops-Not A List You Want To Be On: Most Disappointing Leaders, from Fortune Magazine.

Michigan's Governor Rick Snyder is first on this listing by Fortune Magazine.  Not a place a politician wants to be featured.  Flint crisis is one of causes they cite.  Other issues also.  Rest of list is very interesting also.  It has been written that great leaders know they have to take some hits but this is one that will be difficult to crisis manage.  JimWebb wrote about leadership that a leader takes the hits and solves the problems.  Lots of work to do here for these leaders including Snyder.   Peggy Noonan recently wrote that "In wise gocpvernments the top is attentive of the realities of the lives of normal people and careful about their anxieties."   Good advice for public leaders and private leaders in the public square.
